I think this is a good idea, because when you add Alien Containment facilities to multipurpose rooms, it takes up too much space to be comfortable as a work space, and by removing the floor, it would feel less confined.

I don't think the developers intentionally forgot the spine, if they forgot it at all. It may just be a mistake, because a lot of times when I find skeletons in games, I find their skull attached upside-down without a spine. -
