NS2 forces this to 1 frame, so you are basically doubling that. Also, the lower fps you have the greater relative mouse lag increases. In that sense improved fps might compensate that. (if by great amount)

You don't normally resend udp packages since it usually contains data that is already too old to be used if resent. The protocol itself doesn't contain this feature and for the reason given earlier I'm not sure if ns2 does that. -
