If you want to run a competition how about an official mapping competition? With showcases of the progress made every week as a big news or something.... First you should update the map editor though...
Bots are very useful, essential even for debugging\testing certain code, but as a legitimate alternative to players when it comes to actual gameplay? That's a very tough one, especially for NS with it's rather complex game-mechanics. I have to be honest, I dread seeing a repeat of what has happened with NS1, TFC and many mods alike, where more than half the server-list is 'contaminated' with these bot-infested servers.
