No. It's done by using quickmask and then doing a brushstroke, inverting the selection and pressing delete ^_^.
1. take a standard sig size and fill a layer with a colour 2. make a selection with the rectangle selection tool that's 5-* pixels smaller on all sides 3. go into quick mask mode 4. go to filters and choose brush stroke. (I have a diagonal right one) 5. invert selection 6. press delete
