The skin on bowser looks pretty good, but to me, it seems like it would be clash with the rest of the models in the pack. Maybe include two bowser skins in the pack, one simple skin that could fit in with the others and the current skin by cookie.
For Shotgun, i think you should use mario with a fire flower on.

Idle:Idle Draw: him throwing a fireflower on himself Shoot:Fires a fireball Pump: him moving his arm forward from recoil Shootlast: Fires a fireball then goes back to regular mario Reload: Throws fireflowers on him
yes, the thing that needs to change for the eyes is that the eyebrows should be slightly overlapping them. You should not be able to see the full pupil.

yeah, you could model it in, but itll seem pretty stupid, if you spin while shooting, the fireball will spin with you too, and you wont see it in the p model
um cookie, is this pack gonna have cel-shade lookalike skins for the models. well cel shading cant be done on the hl engine but you could imatate the toonish look.

clashen is doing a version of the skin too. I dont really want everything to be cell shaded, especially bowser because you have to DOUBLE the polycount on each model, which brings bowsers polycount to over 5000
