If you've still got active power supplies and no power in the base then it's a bug. It shouldn't be that hard however to get some alien containment cells, a few bioreactors, and some solar panels for steady power

If you do make a co-op Subnautica in the future I'd recommend a player cap of maybe 4-8 players and a map about twice the size of the current one. It would also make extra use of leftover fragments in the world.

My guess is you'd have to wave your arms like the swimming animation in order to move around, and turn your head for up, down, left, and right. On land and in bases it'd be a jogging motion
