There shall be no rights except that which nature provides us with and the ones that prevent a government from taking control of our seas.
I propose a set of mandates called the "Messorem Administratum" based on the interests of an ecosystem rather than the interests of a government.
_____
Messorem Administratum
Addendum 1A:
- The government shall not interfere with the course of nature if equilibrium is maintained.
- The government can interfere with natural circumstances if these circumstances disrupt equilibrium. This includes reducing/increasing predator/prey population where need be among other things.
- Should the government produce attempts to maintain equilibrium but instead greatly damage a particular population or ecosystem, or have any counter effects, that government, if no attempts to stop are found after more than one request by the ecosystem's inhabitants, the government can be considered incompetent and overthrown by any means.
- If the government's effects are a trade off, the government must take into consideration the short-term and long-term consequences of their actions and proceed with the best course of action. This request must be revealed to the ecosystem before it can be justified.
2A:
- The government shall not impose any sort of superiority on the fish of the sea. There are no "rulers" and "ruled". There are merely representatives.
- Representatives are only members of a species. Two different species can be a part of the same party but each species must have a representative.
- Representatives can be removed by a majority vote within a party. Should a representative refuse after majority vote against them, force can be used.
Addendum 1B:
- The fish of an ecosystem are responsible for their own survival. Government interference is for threats to equilibrium only.
- If extinction is possible, the species will be protected until it is able to return to natural circumstances.
- Fish reserve the right to overthrow the government in power should they go against the good of equilibrium
2B:
- Fish reserve the right to overthrow the government if their actions are unjustified or do more damage than good for long-term circumstances.
Addendum 3C:
- The government must interfere with foreign governments should they attempt an action described in Addendum 2.1A.
- The government must interfere with foreign governments should their actions affect our own ecosystem directly.
Your constitution allows for the following atrocities:
State-sanctioned forced breeding programs.
Exploitation based on your failure to provide any definition of the term "equilibrium.:
An exploited species now facing possible extinction is subject to full government protection and control as well as forced breeding.
You have created a government with no true legal authority yet authorized their overthrow on a whim. In effect, you've created a society with the systematic punishment of civil servants.
Your system has created no means by which the government can secure the resources to ensure that they perform their required duties, ensuring a continuously impotent government subject to perpetual replacement.
Most notably the responsibilities in 3C cannot be carried out without the ability to secure and manage resources on a large scale.
Sheer numbers of biodiversity guarantee that sparsely diverse biomes will never have a vote number substantial enough to require their consideration. Likewise, the most diverse areas, such as the shallows and reef can have a number of representatives large enough to have a total plurality on all votes.
Your proposal requires substantial reevaluation.
If you want more stability, the price will be some freedom and increased finderalism.
If you want more localism, the price will be some instability and inefficiency on a macro level.
And that is why communism is the best choice.
If everybody is equal nobody would want anything. Therefore there would be no anarchy because the government is unfair on individuals.
Vote communism in the next election
(Also the guy says "reducing a population" and I wouldn't vote for some who believe in genoside)

Fish don't have freedom besides that which nature gives them. Thus "forced" breeding (even though endangered species have never thought twice of expanding their population once going extinct) would be no problem. If we are to even THINK about creating a government we must make sure the government is limited to only their very specific duties of maintaining equilibrium.
Freedom will undoubtedly evolve into rights.
Right will alienate particular species. Prey will demand for a right to live, and thus if passed Predators starve on a mass scale. Predators would demand a right to hunt freely, thus any infringement on that right, even if they are overhunting, would be unjust. Freedom cannot be a part of a stable ecosystem.
We have a system in place with no constitution. That is due to the collective efforts of the sea. It has been that way for centuries. We don't need government to "secure resources to ensure that they preform their required duties" their required duties are acknowledged across the board.
Systematic punishment of civil servants is what is necessary if they overstep their boundaries. That is what keeps a government in line, and if we are to have a government at all, there must be a means in which to keep them from attempting to take control for themselves.
Legality is not necessary except on a specific scale. The role of the government is to protect us from disastrous unnatural or natural disasters, and that's as good and as far as it goes.
This is only the first pass of the Messorem Administratum. I will be adding to it.

* - If the government proceeds with an action without proper justification, revolt will be justified in 48 hours after a formal warning from the fish of a particular biome or their representative.

* - Neither Predators nor Prey can demand for rights that infringe upon nature.
2B:
- Fish reserve the right to overthrow the government if their actions are unjustified or do more damage than good for long-term circumstances.
* - The government reserves the right to punish those who attempt to overthrow the current government without justified cause (IE the government justifies an action with representative approval but a revolt occurs anyway).
Addendum 1C:
- The government must interfere with foreign governments should they attempt an action described in Addendum 2.1A.
- The government must interfere with foreign governments should their actions affect our own ecosystem directly.
* Addendum 1D:
- Humans or other aliens are not to inhabit the sea unless absolutely necessary
- Humans or other aliens must make a habitat on land.
2D:

You want a government that is there when YOU want it to be, and isn't there when YOU don't want it to be.
That isn't how it works.
If you want a government that can intervene when needed, then it needs access to resources, manpower, and the authority to request and utilize them on short notice.
Let's follow an example situation under your model.
The region is the blood kelp zone.
Due to overpredation, the bladderfish are being driven out of the region entirely.
The holefish, who don't get along with the bladderfish, are happy to see the bladderfish gone.
The government steps in to enforce equilibrium.
The holefish decide that they don't want the bladderfish to return, and decide that the government is encroaching on their rights and disrupting the natural order, which is extinction of the bladderfish.
The holefish shut down the government operations.
The bladderfish go extinct in the blood kelp zone.
The sandsharks begin to die out.
The bleeders manage the change in prey far better, and they don't get along with the sandsharks.
The government steps in to enforce equilibrium and reintroduce bladderfish to aid the sandsharks.
The holefish shut down the government operations.

Hardly.
The holefish wouldn't have a right to say that. They don't have rights.
And this artile covers both natural and unnatural disasters. Extinction would be an natural disaster, thus covered in the Messorem Administratum.
Holefish don't just simply shut down goverment opperations. If you believe it's that's simple you should not be running for government.
The document is interesting. You've gone from being the sore loser of the election to being all out revolutionary and threat to our democracy. I hope that our leaders recognize the threat the NVP poses and declares them as the terror organization that they are.

Here I thought Reefbacks were more cooperative.
The hypocrisy is astounding.
And I wouldn't go calling the NVP sore losers considering we are tied among most of the popular choices behind the EPCA. My campaigning has earned us a huge leap in the polls from where we once were. Hard work pays off.
But I'd love to hear the evidence you've brought forth to back such a claim against my party. As far as I know I am simply experimenting with a legal document.
If that is the definition of a terror organization or of a revolutionary then you truly are dictators.

Well, I am second guessing my choice for certain.
Then perhaps a more action-driven approach to our problems would better suit you.
If that is the case you'd want to vote for the NVP.
This. This right here is why we left. An anarchist who can't make a constitution that doesn't contradict itself, voter remorse, and leaders who are absent from the discussion entirely. The Republic of Koosh would like to state that should the Reefback ever return, we would be very happy to ally ourselves with the EPCA, and assist in any rebellion quelling that needs to be done.

Hey, Koosh guy. Can I defect to your biome? I'd be happy to bring my skills of EMP waves, creepy clawing, and bizarrely dedicated attention to fictional governments on forums for survival games.

i think the NVP might have gone a bit too far with the whole equilibrium thing.
They allow mass genocide but they also allow the species to overthrow the government
It's like if during the holocaust if a Hebrew asked to leave a concentration camp the nazi rule ended and a new government was put in place. The whole thing is broken
The only answer is communism

"From each according to his ability. To each according to his need."
It still requires a powerful centralized authority to manage the evaluation of need and ability, as well as the distribution of resources and labor. Unless you want to break down the whole ocean into a myriad of separate and independent communist communities. That would alleviate the need for the central authority, but would be detrimental to trade as each area strives for self-reliance and would find external economic forces destabilizing. Of course, trade reductions lead to across the board drops in GDP, which leads to increased scarcity and then inflation.
Fact is, communism is most economically viable with a strong central authority, which begins to defeat the purpose.
But I freely admit my bias on this matter. I am, after all, a dedicated federalist.

We do have our authority.
If our peace keeping shoal deem a individual a threat to the greater shoal a warper shoal will take them to the old precursor facility's where they are "corrected"

Corrected grammatical errors and made some things more clear.
Also added a bunch of new Addendums.
__________
Messorem Administratum
Addendum 1A:
* - The government's role is to act as a force to maintain equilibrium via the efforts of elected representatives.
- The government shall not interfere with the course of nature if equilibrium is maintained.
- The government can interfere with natural circumstances if these circumstances disrupt equilibrium. This includes reducing/increasing predator/prey population where need be among other things.
- Should the government produce attempts to maintain equilibrium but instead greatly damage a particular population or ecosystem, or have any counter effects, if no attempts to stop are found after more than one formal request by the ecosystem's inhabitants, the government can be considered incompetent and overthrown by any means.
- If the government's effects are a trade off, the government must take into consideration the short-term and long-term consequences of their actions and proceed with the best course of action. This request must be revealed to the ecosystem before it can be justified.
- If the government proceeds with an action without proper justification, revolt will be justified in 48 hours after a formal warning from the fish of a particular biome or their representative.
* - Before justification can proceed, the representative and the government in question must analyze all potential outcomes. The same must occur before any justified revolt.
* - Actions of the government must be carefully evaluated. This evaluation process must be shared by the representatives of each species.
2A:
- The government shall not impose any sort of superiority on the fish of the sea. There are no "rulers" and "ruled". There are merely representatives.
* - Representatives act as a bridge between the elected government and the fish of the sea.
- Representatives are only members of a species. Two or more different species can be a part of the same party but each species must have a representative.
- Representatives can be removed by a majority vote within a party. Should a representative refuse after majority vote against them, force can be used.
* - Votes of removal count for all members of a party and against any representative, regardless of species.
* 3A:
- The government will have all necessary resources to preform their duties.
- If the government requires resources that disturb equilibrium, all actions described in Addendum 1.4A - 1.8A must be taken into consideration.
Addendum 1B:
- The fish of an ecosystem are responsible for their own survival. Government interference is for threats to equilibrium only.
- If extinction is possible, the species will be protected until it is able to return to natural circumstances.
- Fish reserve the right to overthrow the government in power should they go against the good of equilibrium.
- Equilibrium is defined as "The condition in which all acting influences are balanced or canceled by equal opposing forces, resulting in a stable system." meaning anything that happens within the ecosystem that interrupts the balance of nature, natural or unnatural, must be dealt with in any means necessary.
- Neither Predators nor Prey can demand for rights that infringe upon nature.
2B:
- Fish reserve the right to overthrow the government if their actions are unjustified or do more damage than good for long-term circumstances.
- The government reserves the right to punish those who attempt to overthrow the current government without justified cause (IE the government justifies an action with representative approval but a revolt occurs anyway).
* - Actions of the fish against the government must be carefully evaluated. The representatives must be involved with the evaluation process. Recall Addendum 1.6A.
Addendum 1C:
- The government must interfere with foreign governments should they attempt an action described in Addendum 2.1A.
- The government must interfere with foreign governments should their actions affect our own ecosystem directly.
Addendum 1D:
- Humans or other aliens are not to inhabit the sea unless absolutely necessary
- Humans or other aliens must make a habitat on land.
2D:
- The government reserves the right to kill any human or other aliens that enter the waters without formal approval from the representatives in the region he/she wishes to enter.
* - If the human or alien disrupts equilibrium after a representative has given them explicit permission, the human or alien must be removed.
* - If the representative refuses or the human/alien is not removed within 10 hours, forced will be used and justified.

So what if a predator has to eat prey.
What will be done with the predator?
The "correction" will maintain the food chain don't worry.
on a compleatly unrelated note the communist red party would like to announce the production of Soylent red to feed family's affected by the anarchists attacks or those who have lost land due to the democratic chaos
i think the NVP might have gone a bit too far with the whole equilibrium thing.

Making up propaganda isn't gonna help you win. I know this is a jab at me so again allow me to say once again:
I am not anarchist. I am naturalist.
And please explain in detail this "correction"
Because as far as I know I am the only one creating a document for us to abide by, evaluating it, and consistently editing it.
Nature is anarchy. There is truly no such thing as non-native here, the only law in nature is that things will grow where they are suited to grow. The only rule that matters in nature is that of raw strength. I would never join the NVP, such an idea is an anathema. I would gladly join an anti-NVP party, which is what the reefback's party effectively is. However, there is a difference between a willingness to cooperate and outright cowardice in not dealing with such a threat. A threat, I might add, which is of several magnitudes greater than the threat posed by the alien at the present.
Comments
__________
* - If the government proceeds with an action without proper justification, revolt will be justified in 48 hours after a formal warning from the fish of a particular biome or their representative.
- Fish reserve the right to overthrow the government in power should they go against the good of equilibrium.
* - Equilibrium is defined as "The condition in which all acting influences are balanced or canceled by equal opposing forces, resulting in a stable system." meaning anything that happens within the ecosystem that interrupts the balance of nature, natural or unnatural, must be dealt with in any means necessary.
* Addendum 1D:
- Humans or other aliens are not to inhabit the sea unless absolutely necessary
- Humans or other aliens must make a habitat on land.
2D:
- The government reserves the right to kill any human or other aliens that enter the waters without formal approval from the representatives in the region he/she wishes to enter.
A map of democratic relations in the election
The red cross represents the bitter/bliter communist HQ and the green cross and area represent our allied PSHP party.
The red boarder represent the boarder of the now independent koosh zone.
The blue boarder is the reefback controlled grand reef and deep grand reef which also houses the main majority of the crabsquid population.
The white zone is the peeper controlled neutral zone which applies above and below the surface.
The circled areas are suspected NVP extremists camps
Any other party leaders can say if they want their party boarders moved or if they want a party HQ
(I put mine and the warpers HQ's by where I think the entrance to the lost river is and where i think where the gun is located respectively.)
- Fish reserve the right to overthrow the government if their actions are unjustified or do more damage than good for long-term circumstances.
Your own statement indicates that the holefish have the right to overthrow the government if they feel their long-term circumstances are endangered.
Being annoyed by another species is NOT a grounds to base a revolt upon.
If that is the definition of a terror organization or of a revolutionary then you truly are dictators.
who said I was a reefback? I don't have to be one to vote for one. Speceist git.
Doesn't make you any less of a hypocrite considering who you cast your vote for.
Well, I am second guessing my choice for certain.
Then perhaps a more action-driven approach to our problems would better suit you.
If that is the case you'd want to vote for the NVP.
Anyone who doesn't support the NVP and is willing to be reasonable is welcome to us.
They allow mass genocide but they also allow the species to overthrow the government

And now we are mixing species into non-native enviroments.
This my friends is a government that that considers nothing of the ecosystem. They will be the end of us.
And you think selective hunting, which is simply guided forms of hunting to reduce an overpopulated species, is wrong.
So what if a predator has to eat prey.
What will be done with the predator?
Corrected grammatical errors and made some things more clear.
Also added a bunch of new Addendums.

* 3A:

Addendum 1C:
- The government must interfere with foreign governments should they attempt an action described in Addendum 2.1A.
- The government must interfere with foreign governments should their actions affect our own ecosystem directly.
Addendum 1D:

- Humans or other aliens must make a habitat on land.
2D:
- The government reserves the right to kill any human or other aliens that enter the waters without formal approval from the representatives in the region he/she wishes to enter.
* - If the human or alien disrupts equilibrium after a representative has given them explicit permission, the human or alien must be removed.
* - If the representative refuses or the human/alien is not removed within 10 hours, forced will be used and justified.
