I'd have to say James Last <!--emo&:D--><img src='http://www.unknownworlds.com/forums/html/emoticons/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif'><!--endemo-->
Villains like Rickman in Die Hard, Oldman in Leon or Hopkins in Silence are parodies. They're based in the unreal world. There lies a line of protection between you and the character - "hells, they don't exist. I'm safe in my armchair". It takes the edge off the scares. I'll concede that Hopkins cold, super-intelligent and malevolent sociopath is scary in a mind-controlling, vulnerability-seeking, face-eating kind of way.
However, Nurse Ratched in Cuckoo's Nest is everso more scary because the character lies well inside the boundaries of believability. She could be real. She could be anybody. There are people with that sort of power over the vulnerable.
If you haven't seen One Flew Over the Cuckoo's Nest, see it. It's a great, great movie with all sorts going for it. Including a crakcing score and Jack Nicholson in an early and memorable performance. And even the hardest of you, bring some hankies !
the most evil part of david bowie in the labyrinth was his huge codpiece... I loved that film as a kid I went out and bought it on DVD years later when I saw it in the shops =D

Nurse Ratchet definitely gets my vote.
But if we go beyond just movies, how about Medical Mechanica? They are the 'Man' keeping you down! They want to smooth out the wrinkles in your brain!
Hmm...

2. Wants to dominate the universe? Check!
3. Wants to brainwash said universe? Check!
4. Keeps super-cool rebels imprisoned? Check!
5. Cool robots? CHECK!

Dark Crystal...damn you, now I have to go find it on DVD. I loved that movie. The Gelflings.
